To secure a resilient future, the Red Cedar Watershed community must build on current momentum and commit to aggressive, long-term watershed remediation.

Decades of upstream agricultural runoff have fueled severe, chronic blue-green algal blooms in northwest Wisconsin’s Red Cedar Watershed Basin—an ecological and economic lifeline for 90,000 residents and 40,000 acres of open water driven by tourism and hydropower. While downriver reservoirs like Lake Tainter and Lake Menomin bear the brunt of this pollution, a powerful new collaboration between local communities and farmer-led conservation groups is finally turning the tide. Saving Lake Menomin demands an ambitious 40% reduction in watershed phosphorus; though the 16% drop achieved to date leaves local waterways significantly impaired, these recent, unified grassroots efforts are delivering the region’s first tangible restoration results.

Spanning 1,893 square miles across nine counties in northwest and west-central Wisconsin, the Red Cedar River Watershed Basin serves as a vital environmental and economic engine for over 90,000 regional residents. Though not tracked as a single census unit, the basin heavily influences communities like Menomonie, where the city and adjacent town house over 19,000 people. The geography of the watershed is defined by roughly 40,000 acres of open water, originating at the Red Cedar Lakes chain headwaters before flowing through the heavily recreational Chetek Chain of Lakes. As the river moves south into Dunn County, major control structures and hydroelectric dams form massive man-made impoundments, most notably Lake Tainter and Lake Menomin.

Agriculture, Tourism and Power Generation

The people who rely on agriculture, tourism, and power generation are fundamentally dependent on this vast aquatic system. Agriculture is the dominant land-use practice in the middle and southern portions of the basin, encompassing more than 3,000 farms that rely on the network for irrigation and livestock operations. Simultaneously, water recreation around the basin’s lakes generates tens of millions of dollars annually, supporting hundreds of local hospitality jobs. Finally, the river serves municipal interests through commercial processing, domestic drinking water supplies, and clean energy production via local hydroelectric facilities.

The funnel effect: It all flows Downstream

Despite its economic importance, the watershed faces severe ecological challenges due to a geographical phenomenon known as the funnel effect. Because Lake Tainter and Lake Menomin sit in the lower reaches of this 1,900-square-mile basin, gravity forces them to act as catch basins for the entire region. As water flows south, it collects massive amounts of agricultural runoff from the thousands of upstream farms. By the time the river reaches these twin impoundments, it carries a concentrated nutrient load. This high volume of phosphorus runoff has historically pushed the lakes into a hypereutrophic state, fueling toxic blue-green algal blooms.

The solution: Collaboration

In order to combat this pollution, the Red Cedar River Water Quality Partnership has mobilized a multi-county cleanup strategy that is yielding measurable progress. Local producers in groups like the Red Cedar Conservation Farmers utilize state grants to implement cover crops and no-till methods, preventing thousands of pounds of phosphorus from entering the stream. Complementing these agricultural efforts, municipal wastewater treatment plants have upgraded facilities to exceed strict effluent goals. This active remediation is further supported by community alignment at the annual Red Cedar Watershed Conference and continuous water monitoring led by UW-Stout faculty and students through the Freshwater Collaborative of Wisconsin

Ultimately, the future of northwest Wisconsin’s economy and environment hinges on the health of the Red Cedar River Watershed. While collaborative local farming practices and municipal upgrades have made headway by reducing phosphorus levels by 16%, Lake Menomin and Lake Tainter remain heavily impaired by toxic algae blooms. Reversing this damage and reviving the local tourism economy requires reaching an ambitious 40% phosphorus reduction.
